Democracy requires the citizens_quote_ possibility to express civil society protest for its functionality and legitimacy just as civil society organizations must be safe to exercise these rights. \n\nHowever, various developments such as the uprisings in Belarus or the German PEGIDA protests show, that there are many different forms of protest today. \n\nThis episode of Democracy Talks will be taking a closer look on the paradox between protest being able to strengthen democratic values but also weakening them. A common saying tells, that a democracy must be able to withstand such dynamics - but is that really true? How much can a democratic system take, until dissolving effects kick in? Is it possible to think of a situation, when the democratic idea has reached a point of self-destruction? How might the civil society have changed over the past years? In this episode, we will address such questions and debate on today\u2019s role of civil society and civil society protest. \n\nAll that makes it now evident, that the civil society can turn up in many different shapes, forms and varieties. This Democracy Talk session will be discussing, what the todays function of civil society is and what impact it can generate. Can we see a change over time or has it basically remained the same, just with different actors? It might also be worth addressing the symbiosis between political parties (or single actors) and civil society since it often might not be clear anymore who would influence whom. Democracy requires citizens_quote_ participation for its functionality and legitimacy just as citizens must be \u202fappropriately\u202f represented by elected decision-makers and their policies.\n\nHowever, various factors such as migration, political apathy or immanent system critique regarding nepotism and state capture have led to the \u202ffact that existing governments do not entirely represent the local population of a city or country.\n\nIn Austria, the migrant population has increased in the last decades, while naturalisation - similar to many other immigrant countries - is by law the pre-condition for the right to vote. As a result, nearly one third of the Viennese population did not have the right to vote in the recent local elections. In Serbia, where most of the immigrants to Austria come from, the last parliamentary election boycott illustrated a deep mistrust in and disappointment with the fa\u00e7ade democracy under Aleksandar Vu\u010di\u0107 that shows a clientilistic state capture, instead of a successful EU accession of this country. In Montenegro, for the first time during the Milo \u0110ukanovi\u0107 regime, a new party with a clear liberal-democratic and civil society approach - the United Reform Action under Dritan Abazovi\u0107 - passed the census and is now part of the Montenegrin parliament. Against the background of rising nepotism, stabilocracy and the _quote_eternal EU waiting room_quote_ without any clear EU accession perspective for the Western Balkans, this Montenigrin success story is discussed as a good example for the whole region.\n\nQuestions that arise are therefore to what extent have democratic participation and representation changed in the last 20 years? What has to be done to guarantee participation and representation, or to make non-voting voices heard? What can be expected for the future regarding liberal democracy in Austria, Montenegro and Serbia? Juni 2020 eine kleine Feier zu Ehren von Herrn Dr. Busek abgehalten, bei der es auch eine \u00dcberraschung gab: in einem eigens angefertigten Video dankten ausgew\u00e4hlte und herausragende Pers\u00f6nlichkeiten aus #Politik, #Wissenschaft, #Wirtschaft und #Kultur unserem Vorsitzenden f\u00fcr sein Lebenswerk. Kein anderer Politiker des Westens setzte sich so f\u00fcr die Menschen in ost- und s\u00fcdosteurop\u00e4ischen L\u00e4ndern ein, als diese noch hinter dem Eisernen Vorhang lagen bzw. andere politische Systeme hatten. Er kn\u00fcpfte Kontakte zu und traf sich mit DissidentInnen, als dies noch \u00e4u\u00dferst gef\u00e4hrlich war. Auch f\u00fcr die Integration der Donaustaaten und Mitteleuropas in die Europ\u00e4ische Union hat sich Dr. Busek stets eingesetzt und damit einen wegweisenden und einzigartigen Verdienst geleistet. Ebenso war und ist er ein entschiedener K\u00e4mpfer gegen Intoleranz, nationalistische Abschottung und Fremdenfeindlichkeit, mit der Bereitschaft, das Wort zu erheben, wo andere schweigen.
