The 2025 NATO Summit in The Hague marked a turning point, with Allies committing to a combined 5% GDP defence spending target by 2035, including support for Ukraine as a contribution to Alliance security. As Ukraine advances toward European accession, the EU must build on these commitments to transform challenges into capabilities under Article 42.7 of the Treaty on European Union.
This panel will examine how EU enlargement, and particularly Ukraine’s integration, can strengthen a more equitable and capable European defence architecture, complementing NATO efforts. How can EU members advance fairer burden sharing within the EU? What opportunities and constraints arise from the diversity of national approaches? And how might Ukraine’s integration enhance collective responses to shared threats?
