Malwina Talik analyses this issue in a paper prepared as part of her fellowship at the German Council on Foreign Relations for the November colloquium on hybrid threats in Chișinău, organised in cooperation with IPRE – Institutul pentru Politici și Reforme Europene.

The paper was published in February 2026 as part of a thematic DGAP study, alongside other analyses of hybrid threats in Eastern Europe.
